Texarkana, Arkansas City Manager Kenny Haskin and Texarkana, Texas City Manager John Whitson named J.D. Phillips as interim director of Texarkana Water Utilities Thursday afternoon, September 24, 2015 at a TWU staff meeting at 801 Wood Street.
Haskin addressed a room full of director-level staff at the meeting.
“After much collaboration with Mr. Whitson, and consideration for all our options, we had no trouble coming to the conclusion that J.D. was the man for the job,” Haskin said.
Whitson agreed that the city managers were confident in the choice.
“Dr. Haskin and I are not going to rush into finding a permanent executive director,” Whitson said. “J.D. is certainly capable of performing as the interim executive director for TWU.”
J.D. Phillips has been employed by Texarkana Water Utilities for the past 25 years. He is currently the Director of Engineering and will be the interim director effective October 3, 2015.
