Texarkana, Arkansas | At approximately 4:00 pm on October 23, 2014, the Texarkana Arkansas Police Department responded to 4303 County Avenue in reference to a report of a large disturbance involving fights, according to Lieutenant Todd Harness of the Texarkana, Arkansas Police Department. When officers arrived at the scene, the officers encountered a large group of people mainly comprised of juveniles. The group, which was situated between two (2) separate housing buildings near the rear of the complex, was engaging in tumultuous and disorderly behavior.

During the investigation of the disturbance, officers became focused upon two (2) individuals who were attempting to depart the area quickly. These two individuals, who were later identified as juveniles, actively resisted the officers’ attempts to bring them into custody. One of the juveniles fled the area from officers while the other juvenile was captured. The captured juvenile physically fought with the arresting officers, and during this struggle, members of the gathering crowd began physically interfering with the officers’ attempts to bring the resisting juvenile into custody. One of these crowd members was identified as Leron Tatum (18 year-old male) who also fought and resisted the officers’ attempts to bring him into custody. Officers ultimately captured the juvenile suspect who fled the area on foot, according to Harness.

All three individuals were arrested and charged with an assortment of criminal offenses that included fleeing, resisting arrest, disorderly conduct and obstructing a governmental operation. No injuries were reported, and following these arrests, the crowd dispersed without additional incident or further action by officers, according to Harness.

This case remains under investigation. Anyone with additional information is urged to contact the Texarkana Arkansas Police Department at 903-798-3130.
