Domtar Executive Tammy Waters Announces Campaign For Texarkana, Arkansas Mayor

TEXARKANA, Ark. — Tammy Waters, a longtime Domtar executive, has announced her intent to file as a candidate for mayor of Texarkana, Arkansas, in the Nov. 3 general election.

Waters has worked for Domtar for 24 years and currently serves as the company’s senior public affairs manager, a role covering communications, government relations, community development and public service, according to her campaign announcement.

“Having spent my career working alongside local and state leaders to grow our economy and strengthen our communities, I believe now is the time to put that experience to work for Texarkana, Arkansas,” Waters said in the announcement. “As mayor, I’ll focus on collaboration, strengthening partnerships, supporting public safety, encouraging economic growth, and improving quality of life, all while being responsive to the people of our community.”

Waters has held several civic leadership positions in the region, including chair of the Texarkana Chamber of Commerce, president of the Arkansas Forestry Association, chair of the Southwest Workforce Development Board, board member of the Arkansas State Chamber of Commerce and lead for Domtar’s Community Advisory Team. A longtime Rotarian, she also serves on local and statewide boards focused on economic development, education, workforce readiness and community improvement.

“I am running for mayor this November because I want to continue to move the community forward, address today’s opportunities, and build a stronger future for the city I am proud to call home,” Waters said. “Texarkana has tremendous opportunities ahead, and I am excited to see what the future holds.”

The mayor’s seat is currently held by Allen Brown, who was elected in 2018 and has served since 2019, winning re-election in 2022. Neither state law nor city ordinance limits the number of terms the mayor may serve. Brown has not yet said publicly whether he will seek a third term.

Waters and her husband, Russell, have lived in Texarkana for 24 years, where they raised their children, Blake and Emily. The family attends Trinity Baptist Church in Texarkana, Arkansas, where Waters serves as co-leader of the women’s ministry.
