Grand Jury Indicts Man Who Allegedly Brought Sex Aids For Meet-Up With Teen

TEXARKANA, Texas–A Bowie County grand jury has formally indicted a man accused of bringing Viagra and other sexual aids to a house in Texarkana where he allegedly thought he was meeting with an 11-year-old girl.

David Walter Keggan Jr., 78, of Queen City, Texas, has been held in the Bowie County jail with bail set at $300,000 since his arrest in March.

A grand jury indicted Keggan last week on charges of online solicitation of a minor with intent to meet and with possession of child pornography, 100 to 500 images.

Keggan was being detained by several people when police responded to a call March 18 at a residence in the 2400 block of 9th St., according to a probable cause affidavit. Witnesses at the house reportedly told police Keggan was seeking to have sex with a mother and her juvenile daughter.

One of the witnesses, Alex Rosen, listed in the affidavit is known for setting up online sting operations without law enforcement involvement as the leader of the “Predator Poachers” vigilante group.

Keggan allegedly thought he was meeting a girl for sex and had brought erectile dysfunction medication and a “penis pump” along with him, the affidavit said. Following Keggan’s arrest, a search of his cell phone allegedly revealed images of child sexual exploitation.

If convicted, Keggan faces two to twenty years on each count.

Keggan is represented by the Bowie County Public Defender’s Office. The case has been assigned to 202nd District Judge John Tidwell.
