Sex Offender Arrested for Voyeurism

A Bowie County man has been arrested for Voyeurism of a Child Under 14 Years of Age.

On Saturday, August 3 around 1:00 p.m., the Bowie County Sheriff’s Office responded to the area of Dunham Drive about a prowler that had been observed in the area the day before. Deputy Brett Whitlock spoke with a homeowner that had captured video footage of the prowler in the fenced back-yard of their residence. The prowler was observed looking through a young child’s bedroom window. The image quality of the video was good enough for several of the homeowner’s friends to identify a registered sex offender as the potential suspect.

Bowie County Sheriff’s Office Investigator Scott Sartor watched the video footage and confirmed the suspect was in fact Harold Gene Spicer, white male 63 years of age. Spicer is a sex offender who is currently registered with the Bowie County Sheriff’s Office. On Tuesday Spicer was arrested for Voyeurism of a Child Under 14 Years of Age and has been booked into the Bi State Jail. His bond had not been set at the time of this release.
