Texarkana, Ark., Ward 2 board of director Laney Harris accused of harassment

Texarkana, Ark., Ward 2 director Laney Harris is accused of harassing a woman with whom he was formerly involved, according to a Texarkana, Ark., Police Department report.

Neighbors of a hearing impaired woman contacted the city about Harris on the woman’s behalf last week and an official with the city contacted TAPD, the report states. When interviewed by a Texarkana, Ark., detective May 4, the woman allegedly complained that Harris continued to come to her Cleveland Street home after she ended their intimate relationship because of differences.

The woman told police Harris threatened to report her to law enforcement when she did not return a lawn mower Harris had given her which had been stolen from her yard. The woman reported Harris has been sitting in front of her home and that he has repeatedly knocked on her door and demanded she come outside. The woman alleges Harris has referred to her with profanity in public and in front of her 8-year-old grandchild, according to the police report.

“She advised that his actions and behavior have become an annoyance to her and her family and wants him to leave her alone,” the report states. “She advised that she does not want to pursue charges at this time as long as he stops contacting her.”

Officers visited Harris at his home on Stephanie Street in Texarkana, Ark., and informed him that he is “banned” from the woman’s address. According to the report, the police recorded the interviews with the woman and with Harris.
