Texarkana College Trustees Adopt 2026-2028 Strategic Plan

TEXARKANA, Texas – The Texarkana College Board of Trustees has adopted the college’s 2026-2028 Strategic Plan, setting priorities for student success, educational opportunity, campus excellence and regional impact.

The plan was developed through a collaborative process that included input from students, faculty, staff and administrators. TC deans and directors gathered recommendations from their divisions, which were reviewed by the President’s Leadership Team along with priorities identified by college leadership and the Texarkana College Foundation. The Board then reviewed the proposed goals and selected those that will guide TC over the next two years.

The plan is organized around five areas: Opportunity, Excellence, Success, TC for All and Community.

Goals include increasing the number of dual-credit students who matriculate to Texarkana College; expanding and aligning aviation pathways, including the launch of an Associate of Applied Science Flight Program; completing major facility and infrastructure improvements; developing a student “touchpoint” engagement strategy; planning a year-long celebration of Texarkana College’s 100th anniversary in 2027; strengthening resources and long-term support for student success; and advancing institutional partnerships and resources to support continued growth and regional impact.

The plan also emphasizes excellence in instruction, financial management and facilities; student completion; an engaging and accessible campus; and strong community support.

“Strategic planning at Texarkana College is not something that happens in isolation,” said Dr. Jason Smith, president of Texarkana College. “This process brings together ideas from across our college community and combines them with the Board’s vision for the future. These priorities give our team a clear focus for the next two years and, most importantly, keep our attention on what matters most for our students and our region.”

The Board also identified three Wildly Important Goals (WIGs) as the highest priorities for the TC team during the planning cycle:

  • Advance campus development and beautification, including Clock Tower and central campus improvements and long-term infrastructure planning aligned with institutional growth.
  • Establish expectations for student use of artificial intelligence (AI), including AI-supported learning tools across academic programs and AI literacy expectations for students.
  • Expand ISD, workforce and industry-focused AI training to position Texarkana College as a regional leader in emerging AI workforce technologies.

The 2026-2028 Strategic Plan provides a focused roadmap for Texarkana College as it enters its centennial year and looks ahead to its next century of service to students and the region.
