At last night’s meeting of the Texarkana, Arkansas Board of Directors, an ordinance to allow open-containers of adult beverages downtown was approved.

The ordinance, as read by Steven Hollibush (Ward 3), establishes open-container consumption of alcoholic beverages subject to boundaries and hours of use, both of which will be posted on signs provided by the city. Additionally, no glass containers of any kind will be allowed, and the ordinance can be amended at the Board’s discretion as needed.

The ordinance goes into effect on October 16th. Posted hours will be 11 am – 2 am Monday – Saturday and 11 am to midnight on Sundays.

Concerns were raised as to the Boards ability to deal with unforeseen outcomes.

“We will address those issues promptly,” said City Manager Dr. Kenny Haskin, “We will move and act accordingly.”

Mayor Allen Brown adding, “Board has the option to review and change.”
