Texarkana, Arkansas Board of Directors to Consider Street Projects, Water Line Replacement at February Meeting

The Texarkana, Arkansas Board of Directors will meet Monday, February 2, 2026, at 6:00 p.m. at 216 Walnut Street to address several infrastructure projects and personnel matters.

The board will consider a resolution authorizing City Manager Tyler Richards to enter into an engineering contract with Spears Engineering Company, LLC for the design of 2025 Street Bond rehabilitation projects on Sanderson Lane, Garland Avenue, and Senator Street. The engineering contract totals $293,063.00. Since bond funds will not be available until June 2026, the Public Works Department will cover initial engineering fees from its current budget to allow construction to begin shortly after bond funds are received.

Directors will also vote on authorizing a contract with RBIS, LLC of Texarkana for the Jackson Street 6-inch water line replacement project. RBIS was the only bidder on the project with a bid of $194,245.00. The project will install approximately 640 feet of water main, one fire hydrant assembly, three valves, and upgrade ten water meter services.

Other agenda items include approval of a Microsoft Enterprise licensing agreement with Tier4 Technologies for $72,717.25 and a new legal services agreement with City Prosecutor Eric Marks increasing his annual compensation to $80,000.

The board will also recognize six city employees for milestone service anniversaries ranging from 10 to 20 years, including Lynn Kilgore and Melissa Shaw, who each have 20 years of service.

The meeting begins with citizen communication, allowing residents up to five minutes each to address the board.
