Texarkana, Texas Police were called to a local salvage company in reference to suspicious activity on November 4th, 2014.  It was determined that a subject was trying to sell a large pipe that apparently belonged to Texarkana Water Utilities.  This subject was driving a TWU truck and trailer at the time as well.

Upon hearing that the police had been called, the subject fled the scene.  This subject was identified as 41 year old Chester Brunson of Texarkana, AR.  The investigation revealed that Brunson, along with TWU employee, Emmitt Salim, 41, of Texarkana, AR, had planned to take the pipe and sell it for scrap.  Since Brunson had the TWU vehicle and property in his possession, and did not have permission to use the vehicle warrants were obtained for Unauthorized Use of a Vehicle and Theft O/$1500, U/$20,000.  On 11-6-14, Brunson was arrested by TAPD.  Upon waiving extradition, he was arrested by Det. Shawn Jacobs of TTPD and booked into jail and is awaiting bond.   Salim was arrested on one count of Theft O/$1500, U/$20,000 and booked in jail and is awaiting bond as well.  This concludes this case and no other arrests are expected.
