Why Gambling Rules Change at the Texas-Arkansas State Line

X

Texarkana is one of the few places in America where crossing a street can mean entering another state. For truck drivers, contractors, delivery workers and residents who regularly travel between Texas and Arkansas, the border is part of everyday life.

State Line Avenue divides the two cities, but businesses, highways and daily routines connect them. Gambling laws are a different story.

Arkansas permits regulated casino gaming and mobile sports betting. Texas has much tighter restrictions, with no state-licensed commercial casinos or online sportsbooks.

Yet neither state currently licenses real-money online casino games such as slots, blackjack or roulette.

For somebody passing through Texarkana, the legal options depend on both the activity and which side of the state line they are on.

Texas and Arkansas Have Different Gambling Laws

Texas generally prohibits gambling, although several activities are permitted under specific exceptions.

These include the state lottery, charitable bingo, certain racing activities and limited tribal gaming. Commercial casino gambling and regulated online sports betting are not authorised.

The Texas State Law Library’s guide to gambling laws explains the state’s general prohibition and the exceptions established under Texas law.

Arkansas operates a different system.

Voters approved Amendment 100 in November 2018, authorising casino gaming at specified locations. Arkansas subsequently introduced regulated sports betting, including mobile wagering through approved operators.

The contrast is particularly visible in Texarkana, where the two states share a local economy but maintain separate gambling regulations.

What Changes When You Cross the State Line?

Comparing the two states reveals four important differences.

Commercial casinos: Arkansas permits casino gaming at authorised facilities. Texas does not have a comparable state-licensed commercial casino market.

Mobile sports betting: Arkansas allows eligible customers to place sports wagers through approved apps while physically located inside the state. Texas does not authorise regulated mobile sportsbooks.

Real-money online casinos: Neither state licenses statewide online casino gaming for slots, roulette, blackjack or live dealer tables.

Lottery and charitable gaming: Both states permit certain activities under their respective laws, although the rules and available products differ.

The comparison shows that Arkansas has a broader regulated gambling market, but it has not authorised every form of internet gambling.

A person crossing from Texas into Arkansas gains access to regulated mobile sports betting, provided they satisfy the operator’s requirements.

They do not gain access to an Arkansas-licensed online casino market, because no such market currently exists.

Arkansas Mobile Sports Betting Creates a Local Difference

The distinction became more visible in 2026 when two major sportsbook operators entered the Arkansas market.

DraftKings and FanDuel launched Arkansas sports betting operations in March, giving eligible customers additional options for wagering through their phones.

TXK Today covered the development in its report on what DraftKings’ Arkansas launch meant for the Texas side of town.

For Texarkana residents, the difference is straightforward.

Someone physically located on the Arkansas side can place a sports wager through a licensed mobile sportsbook. Someone across the state line in Texas cannot legally place the same wager through a Texas-regulated sportsbook.

The customer’s home address is not necessarily the deciding factor. Mobile sportsbooks use geolocation technology to establish where a customer is physically located when placing a bet.

That creates an unusual situation for people who move between the two cities throughout the day.

The phone, account and customer may remain the same. The legal availability of the service changes with their location.

Why Online Casinos Are Different

Sports betting and online casino gaming are separate legal categories.

Arkansas permits licensed casinos and mobile sportsbooks, but it has not established a regulated market for real-money online casino games.

Texas has authorised neither a broad commercial casino market nor statewide online sports betting.

This can confuse visitors who assume that legal sports betting also means legal online slots or blackjack.

It does not.

A casino may legally operate physical gaming tables in an authorised Arkansas venue without being permitted to offer those same games to customers throughout the state through a mobile app.

Likewise, an Arkansas sportsbook licence does not automatically give an operator permission to offer real-money online roulette.

For workers travelling between states, the important question is not simply whether gambling is legal. It is which activity is authorised and where the customer is physically located.

Why the Rules Matter to Truck Drivers and Travelling Workers

Texarkana sits along Interstate 30, making it a familiar stop for freight drivers, contractors and other workers travelling through the Ark-La-Tex region.

A driver might begin the day in Texas, stop in Arkansas and continue toward Louisiana or Oklahoma.

Those four states have different gambling frameworks.

Texas does not authorise regulated sports betting or commercial casino gaming. Arkansas allows both physical casinos and statewide mobile sports betting. Louisiana also permits licensed casinos and mobile sports wagering, while Oklahoma has extensive tribal casino gaming but no regulated sports betting market.

Across these four states, the presence of physical casinos does not reliably predict whether mobile sports betting is available.

Nor does legal mobile sports betting establish that online casino gaming is regulated.

For somebody travelling across several states, the same gambling website may load on their phone even when the legal status of its services changes.

A functioning website is not evidence of local regulatory approval.

What About Offshore and Crypto Casinos?

People searching for casino games online may encounter offshore operators, cryptocurrency casinos and gambling websites licensed outside the United States.

Some accept customers from states without regulated online casino markets.

However, accepting registrations or deposits is not the same as holding a licence from the state where the customer is located.

A website licensed overseas does not automatically receive permission to operate in Texas or Arkansas.

There are also practical consumer-protection differences.

State-regulated operators are subject to domestic licensing requirements, compliance rules and regulatory oversight. Customers using offshore platforms may not have access to the same complaint procedures or protections.

Payment methods can create further complications. Cryptocurrency transfers may settle quickly, but fast settlement does not establish that an operator is legally authorised or will approve a withdrawal.

For people travelling across the country, the rules become even more complicated. This explainer for USA online gambling laws for all 50 states compares the legal position across all 50 states, including the differences between physical casinos, online gaming and sports betting.

The Difference Is More Than Geography

Texarkana illustrates how digital services can operate across geographical boundaries while remaining subject to local laws.

A person standing on one side of State Line Avenue is subject to Texas gambling rules. Crossing into Arkansas changes the applicable state framework.

The practical consequences depend on the activity.

An eligible customer may gain access to an Arkansas-regulated mobile sportsbook, but neither side of Texarkana offers a state-licensed real-money online casino market.

The distinction also extends to consumer protection, operator licensing and the handling of disputes.

For drivers, contractors and other people regularly crossing state lines, checking the applicable regulations is more useful than assuming a familiar gambling brand offers the same services everywhere.

The Bottom Line for Texarkana

Texas and Arkansas share a border, but not a single gambling system.

Arkansas permits regulated casinos and statewide mobile sports betting. Texas maintains substantially tighter restrictions. Neither state has authorised a regulated real-money online casino market.

For people living, working or travelling through Texarkana, the key is understanding the difference between physical casinos, mobile sportsbooks and online casino games.

A few steps across State Line Avenue can change which gambling services are legally available, even when nothing on a phone screen appears to change.
